The Blackhawk School District provides Title I services to Blackhawk Intermediate School students. At the primary level, grades K through second, the district operates a Targeted Title I Reading program. The federal government under the Elementary and Secondary Education Act of 1965 funds this program. Students are referred for this intervention by teachers and parents based on classroom and test data. Students who are declared homeless are also immediately eligible for evaluation.
